Getting Started


How do I create a new account and login for the first time?

To create a WBKey account and login for the first time:

  1. Request Access: Visit a WBKey-supported application and follow the application's access request/registration process. The access request/registration process will vary from application to application. The minimum information required to create a WBKey account is: (1) verified email address, (2) first name, (3) last name, and (4) password.

  2. Sign In: Once your WBKey account is approved for access to the application, click the Sign In button/link within the given application. You will be redirected to the WBKey sign-in page.

  3. Account Credentials: Enter your email address and click the "Continue" button. On the next screen, enter your password and click the "Continue" button. If you need to reset your password, please click the "Forgot your password?" link and follow the remaining prompts on the screen.

  4. Multi-Factor Authentication (MFA): To further enhance the security of your account, you will be prompted enroll in Multi-Factor Authentication (MFA). This is an extra layer of protection that helps ensure that only you can access your account, even if your password is compromised. You will first be asked to select a MFA method, which will be saved for future sign-ins. Based on your selection, you will need to follow the on-screen instructions to complete the MFA process.

  5. Accepting Conditions of Use and Privacy Policy: Next, you'll be asked to review and agree to the Conditions of Use and the Privacy Policy. These documents outline the terms and conditions for using WBKey, Water Board systems, and how your data will be handled. It's important to read them carefully and, if you agree, accept them.

  6. Security Questions: As an additional security measure, you will be asked to provide answers to three security questions. These questions are meant to verify your identity in case you need to reset your MFA or access your account in the future. Choose questions that you can easily remember the answers to.

  7. Once you've completed these steps, you will be signed into your application!


How do I create an account?

To create a WBKey account:

  1. Visit a WBKey-supported application

  2. Navigate to the application's registration/request access page (this process varies by application)

  3. Complete and submit the registration/request access form

  4. An email will be sent to you once your account is reviewed by an application administrator

  5. Once your account is approved, you will be able to sign in with your WBKey account credentials. Please see the following article for further information on signing in for the first time: WBKey Initial Login.


How do I request access to a supported application if I already have a WBKey account?

The process for requesting access to an application with an existing WBKey account is the same as creating an account:

  1. Visit a WBKey-supported application

  2. Navigate to the application's registration/request access page (this process varies by application)

  3. Complete and submit the registration/request access form using your existing WBKey account's email address

  4. An email will be sent to you once your account is reviewed by an application administrator

  5. Once your account is approved, you will be able to sign in with your WBKey account credentials


What happens when signing into my WBKey account for the first time?

If you recently registered for your first WBKey application and have been notified that your access request was approved, the following steps will occur when signing in for the first time:

  1. Account Credentials: After clicking Sign In/Log In on your application, you will be redirected to the WBKey sign-in page. Enter your email address and click the "Continue" button. My existing application account was migrated to WBKey, what do I need to do?

If your application was recently integrated with WBKey and your account has been migrated to the WBKey system, the following steps will occur when signing in for the first time:

  1. Account Credentials: After clicking Sign In/Log In on your application, you will be redirected to the WBKey sign-in page. Enter your email address and click the "Continue" button.

  2. Password Reset: When your account is migrated, the system admin takes care of the initial setup. When signing in for the first time after the migration, you will need to reset your password for added security. When asked to enter your account's password, click the "Forgot your password?" link and follow the on-screen instructions to create a new password (see this article for further instructions: How do I reset my password?). Make sure it meets the specified security requirements.

  3. Multi-Factor Authentication (MFA): To further enhance the security of your account, you will be prompted enroll in Multi-Factor Authentication (MFA). What applications are enabled for WBKey?

What are the password requirements for my account?

Your password must be at least 15 characters long and contain at least one uppercase letter, one lowercase letter, one number, and one special character.


How is my personal data protected on this platform?

At Water Boards, we prioritize the security and privacy of your personal data. We adhere to industry best practices and standards to safeguard your information. Here's how we ensure your data's protection.

Limited Data Collection: We only collect essential information needed for a seamless platform experience.

How do I change my password?

To change or reset your WBKey account's password:

  1. Visit a WBKey-supported application

  2. Click the "Sign In" or "Log In" button or link (can vary by application)

  3. Enter your WBKey account's email address

  4. Click the "Continue" button

  5. Click the "Forgot your password?" link

  6. Verify your email following the on-screen instructions

  7. Enter the new password and click "Continue" button


How do I change the first name or last name associated with my account?

You can update your first name or last name for your WBKey account by following these steps:

  1. Navigate to the WBKey management portal.

  2. Log in with your WBKey account credentials.

  3. Once logged in, under the "My Profile" section, click "Edit My Profile".

  4. Make the desired changes and save your updated information.

Your account details will be automatically updated, and you won't need to contact support for this specific change. If you encounter any issues or have further questions, you may request assistance for your application by submitting a support request: WBKey Support Request.


How do I change the security questions and answers for my account?

You can update the security questions and answers for your WBKey account by following these steps:

  1. Navigate to the WBKey management portal.

  2. Sign in with your WBKey account credentials.

  3. Once logged in, under the "Security" section, click "Edit Security Questions".

  4. Provide 3 questions and answers.

  5. Click "Save"

Your security questions and answers will be automatically updated, and you won't need to contact support for this specific change. If you encounter any issues or have further questions, you may request assistance for your application by submitting a support request: WBKey Support Request.


What to do if my Security Questions were reset by an administrator?

If you received a notification that your Security Questions have been reset by an administrator, the next time you log into a WBKey-supported application you will be prompted to configure your security questions and answers again.


What WBKey enabled applications does my account have access to?

To view all the applications your WBKey account has access to:

  1. Navigate to the WBKey management portal.

  2. Sign in with your WBKey account credentials.

  3. Once logged in, go to the "My Applications" section.


How do I change the email associated with my account?

Changing email address for a WBKey account is not currently supported. In order to use a different email address, a new WBKey account would need to be created.


Multi-factor Authentication (MFA)


What is Multi-factor Authentication (MFA)?

Multi-factor Authentication (MFA) is a security method that requires users to provide multiple pieces of evidence to verify their identity. By adding extra layers of authentication, MFA enhances account security and reduces the risk of unauthorized access. WBKey allows the following MFA methods:

  • Authenticator App: get a verification code through an app on your mobile device, such as Microsoft Authenticator

  • Phone: get a text message (SMS) with a verification code or get a voice call

  • Email: get an email with a verification code

The Authenticator App method is the most secure and suggested option, which uses Time-based One-time Passwords (TOTP), otherwise known as app-based authentication. This is a common form of MFA in which the authentication app will generate a temporary numeric password that typically changes every 30-60 seconds and requires users to enter it along with their regular credentials.


What MFA methods are available?

WBKey allows the following Multi-Factor Authentication (MFA) methods:

  • Authenticator App: get a verification code through an app on your mobile device, such as Microsoft Authenticator

  • Phone: get a text message (SMS) with a verification code or get a voice call

  • Email: get an email with a verification code

The Authenticator App method is the most secure and suggested option, which uses Time-based One-time Passwords (TOTP), otherwise known as app-based authentication. How do I configure MFA?

When logging into a WBKey-supported application for the first time, you'll be prompted to enroll in Multi-Factor Authentication (MFA). To enroll in MFA for your WBKey account:

  1. Select a MFA method. Your choice will be recorded and you will not be asked again for future sign-ins. Options include:

    • Authenticator App: get a verification code through an app on your mobile device, such as Microsoft Authenticator

    • Phone: get a text message (SMS) with a verification code or get a voice call

    • Email: get an email with a verification code

  2. If the Authenticator App method was selected, you must install the Microsoft Authenticator app (or another authenticator app) on your mobile device. After installing the authenticator app on your mobile device, scan the provided QR code using the app. After scanning, your account will be added automatically. Click "Continue" on the WBKey login screen to finalize the process. You will then be required to enter a code provided by the Authenticator app, doing so will successfully log you in.

    • If you experience issues scanning the QR code using the mobile app, there should be an option to add the account manually in your mobile app. Once you select that option, you should be prompted to enter information for the account. On the MFA instructions in the WBKey browser window, please click the link "Can't scan? Try this." below the QR code and you will see the account information to enter in your mobile app.

  3. If the Phone method was selected, upon each login you will be asked to select a phone authentication type, which includes the following options:

    • Text Message (SMS): get a text message (SMS) with a verification code

    • Voice Call: get a voice call to verify your account

  4. If the Email method was selected, upon each login you will be asked to send an email with verification code to your inbox to verify your account.


What to do if my MFA was reset by an administrator?

If you received a notification that your Multi-Factor Authentication (MFA) has been reset by an administrator, the next time you log into a WBKey-supported application, you will be prompted to enroll in MFA again. Please review the how to configure MFA article for further instructions.


How do I reset my MFA?

To reset your WBKey account's multi-factor authentication (MFA):

  1. Sign into a WBKey-supported application

  2. Enter your email address and click the "Continue" button

  3. Enter your password and click the "Continue" button

  4. On the screen prompting your currently selected MFA method, click the "Reset Multi-factor Authentication" link

  5. Verify your security questions. Note: If you are unable to provide answers to your security questions or receive an error stating you have not configured your security questions, please submit a support request to contact an application's administrator for assistance with resetting your security questions: WBKey Support Request.

  6. Verify your email

  7. You will receive a message stating the reset has been completed and you will need to return back to the application. You can then sign in again to reconfigure your MFA.


How do I change my MFA method?

To change your MFA method, you will need to reset your MFA. To reset your WBKey account's multi-factor authentication (MFA):

  1. Sign into a WBKey-supported application

  2. Enter your email address and click the "Continue" button

  3. Enter your password and click the "Continue" button

  4. On the screen prompting your currently selected MFA method, click the "Reset Multi-factor Authentication" link

  5. Verify your security questions. Note: If you are unable to provide answers to your security questions or receive an error stating you have not configured your security questions, please submit a support request to contact an application's administrator for assistance with resetting your security questions: WBKey Support Request.

  6. Verify your email

  7. You will receive a message stating the reset has been completed and you will need to return back to the application. You can then sign in again to reconfigure your MFA.

What authenticator apps are supported for Multi-Factor Authentication (MFA)?

For the Authenticator App method for multi-factor authentication (MFA), we recommend the free Microsoft Authenticator app for optimal compatibility with WBKey. Links to the Microsoft Authenticator app are included below for the Google Play Store and the Apple App Store. There are many mobile apps that will perform time-based one-time password (TOTP) authentication, so use of the Microsoft Authenticator app is not required and only recommended.

Trouble Signing In


I created an account but still can't log into my application.

If one of the following scenarios apply to you, please submit a support request to contact an application's administrator: WBKey Support Request.

  1. Your account is pending access and has not been reviewed in a timely manner

  2. Your account has been incorrectly denied access

  3. Your account has been incorrectly inactivated

If the application indicates it is locked when attempting to sign in, then the application may be undergoing maintenance. Please try again at a later time.


How do I unlock my account after too many wrong password attempts?

Your account will unlock automatically after 2 hours. No further action is needed to unlock an account.


Why is my MFA verification code not working?

If you continually receive an error stating that your verification code is incorrect, there could be several reasons why this is happening. Potential reasons/solutions for failures for the various MFA methods:

  • Authenticator App

    • The verification code may have expired. The Authenticator App method utilizes Time-based One-time Passwords (TOTP), in which the TOTP code will regenerate typically every 30-60 seconds. So it is possible, the code entered has expired and you will need to go back to your mobile device to get the current code.

    • The original MFA configuration may have an underlying issue. In this case, the best way to resolve is for you to reset your MFA.

  • Phone - text message (SMS) option

    • The phone number is incorrect. Please confirm the phone number is correct. If it is incorrect, please reset your MFA to save the correct phone number.

    • The verification code may have expired due to clicking the "send a new code" link. When clicking the "send a new code" link, you will need to ensure that you use the latest verification code sent to your phone.

  • Email

    • The verification code may have expired due to clicking the "send a new code" link. When clicking the "send a new code" link, you will need to ensure that you use the latest verification code sent to your email.

If none of these scenarios apply or resetting your MFA does not resolve the issue, please submit a support request for further assistance: WBKey Support Request.


Why am I unable to reset my MFA?

To reset MFA for your WBKey account, you are required to verify your security questions and verify your email. Once those two steps are completed, your WBKey account's MFA will be reset. If either of those steps are unable to be completed, you will be unable to reset your MFA. If one of the following scenarios apply to you, please submit a support request to contact an application's administrator: WBKey Support Request.

  1. You receive an error stating that your WBKey account does not have security questions configured yet.

  2. You are unable to answer your security questions.

  3. You are unable to verify your email.
